On 29th of July 2020 in Dar es salaam, C-Sema and the TANZANIA RAILWAYS CORPORATION (TRC) signed a memorandum of understanding to cooperate on capacity building and management of GBV and implementation of livelihood restoration programs (LRP) in TRC infrastructure projects.
The corporation is establishing Gender Based Violence programs (GBV) and implementation of Livelihood Restoration Programs (TRIP) for, inter-alia, the Standard Gauge Railway Project (SGR), Tanzania Intermodal Railways Project (TIRP) and other projects undertaken by the corporation, as well as for the corporation as a whole.
The Corporation recognizes the importance of C-Sema's work in effective implementation of the GBV programs thus wish to join hands in addressing GBV related incidences in construction sites and within communities where said constructions are taking place.
The objective of this MoU is to establish a framework for collaboration between the corporation and C-Sema in implementation of aforementioned tasks.
C-SEMA was identified as a key stakeholder capable of delivering desired corporation's GBV and livelihood goals; and that C-SEMA on the other hand, assured the corporation of its internal capacity, sufficient professional human capital /expertise to meet corporation’s desired goals on GBV, livelihood and C-Sema shall also offer to help prevent all forms of Sexual Exploitation and Abuse (PSEA) against children and young persons.
Rationale. This initiative is financed by the World Bank and will be implemented under Tanzania Intermodal and Rail Development Project, whose major goal is to provide reliable transportation of goods and promote access to services.
In October 2016 established an independent Task Force of external experts to provide guidance on how to strengthen Bank systems, tools and processes to prevent and mitigate against risk of Sexual Exploitation and Abuse (SEA), as well as other forms of Gender-Based Violence (GBV), in World Bank-supported infrastructure and other area-based investment projects. The Task Force was created in response to findings emerging from an Inspection Panel investigation of the Uganda Transport Sector Development Project, which found evidence of a range of severe impacts related to sexual misconduct, including with minors, exploitation and abuse and other forms of gender-based violence. The resulting impacts reflected a profound abrogation of responsibility by all parties.
Therefore, In order to identify and mitigate SEA and GBV risks in World Bank funded projects that endanger vulnerable individuals, the Task Force recommended the following actions: strengthen risk assessments and use them to trigger action; and educate and raise the awareness of women, adolescents and children of SEA and their legal rights.
