Consultancy for the Review of the National FGM Strategy 2020/2021 – 2024/2025 and Develop a New National FGM Strategy.

1. Background

Female Genital Mutilation (FGM) remains a significant human rights violation affecting young girls and women in Tanzania. To combat this practice, the Government of Tanzania developed the National FGM Strategy 2020/2021 – 2024/2025 to accelerate efforts in eradicating FGM. As the strategy period nears its end, a comprehensive review is required to assess progress, identify challenges, and provide recommendations for future interventions. The Ministry of Community Development, Gender, Women, and Special Groups, in collaboration with stakeholders, seeks to engage a consultant to conduct this review and produce an evidence-based evaluation report that will inform the next national strategy.

 

2. Objectives of the Consultancy

The overall objective of this consultancy is to assess the effectiveness, impact, and challenges of the National FGM Strategy 2020/2021 – 2024/2025 and Develop a New Strategy. The specific objectives include:

 

  • Evaluating the strategy's contribution to reducing FGM prevalence in Tanzania.

  • Identifying key challenges and barriers to its successful implementation.

  • Assessing the role of different stakeholders in the implementation of the strategy.

  • Providing evidence-based recommendations for the development of a future strategy to eradicate FGM.

  • Develop a comprehensive and progressive National FGM Strategy.

3. Scope of Work

The consultant will be responsible for the following tasks:

  1. Conduct a document review of existing policies, reports, and relevant literature.

  2. Develop and implement a data collection plan using qualitative and quantitative methodologies.

  3. Conduct key informant interviews and focus group discussions with relevant stakeholders, including government officials, NGOs, FBOs, community leaders, FGM survivors, men, and youth.

  4. Analyze collected data to assess progress, identify gaps, and highlight best practices.

  5. Prepare a report with key findings, challenges, and recommendations.

  6. Use the Findings to develop a new National FGM Strategy

  7. Facilitate stakeholder validation workshops for feedback on the draft strategy.

  8. Finalize the new strategy incorporating stakeholder inputs.

4. Methodology

The review will employ a mixed-methods approach, incorporating:

  • Document Analysis: Reviewing policy documents, reports, and implementation data.

  • Stakeholder Consultations: Conducting in-depth interviews and focus group discussions with key stakeholders.

  • Surveys: Gathering quantitative data from community members and stakeholders.

  • Case Studies: Documenting best practices and success stories.

 

5. Expected Deliverables

The consultant will be expected to produce the following deliverables:

  1. Inception Report: Detailed work plan, methodology, and data collection tools.

  2. Data Collection Report: Summary of findings from stakeholder engagements and document review.

  3. Zero Draft Report: Initial findings and analysis for review by the technical team.

  4. First Draft Report: Revised report incorporating technical team inputs.

  5. Final Report: Comprehensive review report, including an executive summary, methodology, findings, and recommendations.

  6. Policy Briefs: Targeted briefs summarizing key insights for policymakers and stakeholders.

  7. Draft Strategy: A draft strategy of informed by the review work and reports including the stakeholder analysis

  8. Final Strategy: Complete New National FGM strategy 2025/26 – 2029/30

6. Timeline and Duration

The assignment is expected to take approximately 3 months from contract signing. A detailed work schedule will be developed in consultation with the selected consultant.

 

7. Qualifications and Experience

The consultant should meet the following criteria:

  • Advanced degree in Gender Studies, Human Rights, Public Health, Social Sciences, or a related field.

  • At least 5-10 years of experience in research, policy analysis, and program evaluation related to gender, human rights, or FGM.

  • Strong understanding of the legal and policy frameworks related to FGM in Tanzania and globally.

  • Demonstrated experience conducting similar national-level reviews and stakeholder consultations.

  • Excellent analytical, writing, and presentation skills.

  • Fluency in English and Kiswahili.

 

8. Application Process
